March 21, 1997, I go on the parliamentary
hill to attend the debate on law # 104, Law on the reduction of the costs in the public
office from 10:45 to 11:50. At the time of my departure the agent Herve Fortier wishes to
discuss with me in its office. I accept his invitation, it introduces me to his
fellow-member the investigator Jacques Quinn. Then, I meet a special constable M. Perreault which deals with the security
at the Parliament, the whole lasted 3 hours. They questions me on a voluntary basis
because they indicated to me on several occasions that I was not under an arrest. Towards
13:00, they bring to me my request of food (biscuit, chips, coke) the goal of my
discussion with them is to build.
- During my discussion with them, I explain to them the goal of Serge Bourassa-Lacombe's Foundation is to stop the physical and/or mental torture in the medical field in addition to convince the good police to stop the bad, the good education to stop the bad, and the good medicine to stop the bad so precisely to reduce the cost in the public office in order to build a better country than it be a Canadian or Quebecer country in respect of the democracy like the Charter of Quebec and Canadian of Human Rights. These investigators know also my Christian beliefs, my social condition and the reason of this marginality. Moreover, I their speak about this sharing at the Aleesen House Inc, house of mutual aid for drug addict and/or alcoholic, 96, street St-Jean, C.P. 179, East Angus (Quebec) J0B 1R0 Marcel Ricard, dg (819) 832-4529 fax (819) 832-3638, of March 12, 1997 16:15 to March 13, 1997 09:00 in front of 35 men, I am given to them, I return a testimony which is mine and which the goal is to decline criminality, the criminal repetition as well as the suicide rate and without forgetting drug-addiction and alcoholism in order to build a better country.
- I sensitize them with the need to prevent other carnages like that caused in the old capital by Pierre Lecompte this tradesman 55 year old who lost the control of his truck. I also inform them of my presence to this conference on progress in the processing of schizophrenia by Dr. Pierre Vincent. I thus leave the Parliament at 14:50 my conscience perfectly quiet.
Ready to leave to rebuild a destroyed family, so on the 21, 22, 23, I travel a part of Maurician region, (cousins, cousins, uncles and aunts) are visited, ultimate goal to reconstitute this lost family, for finally sharing with my father and my mother. Why do I am oblige to learn from the mouth of my father in front of my poor mother that an agent of the Safety of Quebec in station at the Parliament had called him by the telephone if he had known me as a mental sick since 2 years? What was the goal from it? For which reason do they misuse of me in this manner? The purpose of time spent to write this complaint is to obtain public excuses as well as a flat-rate amount should be versed «in trust» Serge Bourassa-Lacombe's Fondation to bring closer the good police towards the good citizen in order to stop the bad one.- CIVIL AND POLICEMEN WITNESS
