COMPLAINT
- Summarize the incident and explain your
reproaches. If you reproach to the police officer or special
constables some abusive remarks, obscene, blasphemous, discriminatory or
disrespectful, please bring back the words employed as exactly as possible.

- Since «generally», the deadlines to deposit a complaint is
two years as from the reproached fault. In other words here, the exception will confirm
your rule and will allow me to announce you of my frankness and my honesty in this
legitimate ground. Because in this afternoon of February 11, 1995, I go with my free will
at the police station of Sherbrooke bus for the first time of my holy life, someone called
the police to come to pick me up. People having lied, thus causing a public misdeed in
this very serious case. Because another individual was required since 1979 with the same
identity as mine, required for violence and sex towards several women in
Montreal, which
caused a miscarriage of justice by this illegal arrest. These police officers refusing to
see my perfectly lucid state, me which from free will wanted to obtain justice by
depositing my integral version on this request made by Mrs Gaétane Gagné, roommate
at
that time, to come to pick me up in front of my father like my mother for a question of
having pound my fist on the kitchen table.

- I reproach to these police officers to have refuse on several
occasions to record my version of fact, to have arrested
me in a illegal way, to have miss some understanding at
the time of their investigation, to have lead me in the University Hospital of Sherbrooke
(even CHUS) now call Centre Universiaire de Santé de l'Estrie (even CUSE) under some
false presentation, to have judge me on some hearsay, to have use a force and some
excessive
precaution.

In order to avoid and to prevent this kind of
social injustice to bring closer this police towards the citizen. To always
build a better country, I ask to the commissioner of the police deontology
that the light be done on this file.
I expect to obtain in return some
public excuses. Moreover, one flat-rate amount should be versed «in trust» Serge
Bourassa-Lacombe's Fondation so that his president-founder and controller can return
testimony and share with the most world to decline criminality, the relapse crime and the
suicide
rate because my argumentation is very convincing. At the dawn of this third millennium
we
