Dear Sir, The present one follows upon our letter of April 16, 1997. After having examined the pled facts, we are of the opinion that the behaviour of an investigation necessary is not had regard to the circumstances and, in accordance with the powers that confers to us the article 65 of the Law on the police organization, we refuse to hold it for the following reasons: In his complaint, Mr Serge Joseph Adrien Bourassa-Lacombe reproaches that not identified police officers, members of the Service of the Urban Community of Montreal, to have contacted him whereas he was in the Hospital of Verdun to receive care there. Those would have been presented to him, arm, presuming at the request of a doctor to whom he would have said: «If you do not want to look after me hurry up calls the police» ; and there, on their arrival, he would then have been advisable to lie down in a bed and to receive an injection. However, from the content even of this complaint, joined to others, it appears to us that the circumstances in question do not justify the behaviour of an investigation in this file. We understand from this complaint which the police officers intervened to ensure as well the security of the plaintiff himself as that of the other people who were there at the same time. The plaintiff does not make state of excessive gestures or use of weapons in an imprudent way and without justification. Also, I refuse to hold an investigation in this file. You have the right to make revise this decision by the Committee of police deontology. If you want to exert this right, you will have to deposit, in the 15 days of the notification of this decision, a written declaration containing an explanation called upon with the support of your request for revision for the following address: This 15 days deadline is required, i.e. the Committee must have received your request at the latest the 15th day following the reception by you of the decision of the Commissioner.
